Judge's Analysis
Close Range - Tie. Bare knuckles alone Wolverine's fist hurts like no other. Not only is it already pretty strong hit because of the years of working out Wolverine has done, but it's adamantium coating lends that much extra weight to the punch (also further increasing Wolverine's strength since he's been walking around with the extra mass for some time…) Wesker's punch is strong… But he's more apt to hurt his hand on Wolverine's bones. But in either case, both combatants have a strong regeneration factor which means a fistfight would not be enough to kill either of them.
Medium Range - Edge to Wolverine. The claws could slice through Wesker's hide with ease, allowing Wolverine to serve diced up Wesker. Wesker's teleport punch is powerful to be certain, but it is still only a punch. Which means that he's still going to hurt his hand punching Wolverine.
Long Range - Edge to Wolverine. The claws would do tremendous damage to Wesker while Wesker's gun only hurts Wolverine a bit. Wolverine has been shot plenty of times before, the bullet hurts him to be sure… but it can't kill him. Even a direct head shot only knocks him down for a minute or so.
Special weapon - Edge to Wesker. The Ouroborous form increases Wesker's powers significantly, allowing him to even resist an immersion in lava. While his whip arm could easily pierce a non-armored section of Wolverine's body and allow him to rip Wolverine's internal organs apart (or out) easily.
Results
Wolverine's regeneration and adamantium mean that his ability to resist damage and heal when he does sustain damage is just too great for Wesker's ability to dish out damage. Coupled with the fact Wolverine's claws could easily cut Wesker apart, this match belongs to Wolverine.
