Normal Appearance
Dr. Light appears as an old man with short white hair and a large white beard. He usually wears a white labcoat with several pens in it's pocket.
During the X series, he appears as a hologram inside a capsule that grants X (and later Zero) upgrade data.
Background
Personality: Dr. Light was extremely intelligent. Though a bit socially awkward and extremely naive (even trusting Dr. Wily after Wily had stabbed him in the back twice before).
History: Dr. Light was the brilliant roboticist that created the original Megaman. In his later years he created Megaman X. But knowing that he wouldn't survive to be able to test X's systems, he sealed X away.
After X was sealed, Dr. Light worked on at least 4 sets of armour for X…

Which he stored the data for in capsules along with a pre-recorded message. Some time after that he passed away.
After the events of Repliforce's coup though, Dr. Light's capsules began to gain sentience and began to carry on the work of Dr. Light himself. The capsules created at least 8 more sets of armour (Gaea, Falcon, Blade, Shadow, Glide, Icarus, Hercules and Ultimate) and were responsible for repairing X at the end of the Eurasia incident.
Behind the Character
Dr. Light's capsule is presumed to have become sentient right after X4. The theory behind this is that Light's capsule was connected to cyberspace. This would allow it more power to evolve and become sentient. Plus this would allow the capsule to keep current with events and monitor X.
Light's capsule is also suspected of being able to teleport (seeing as how Dr. Light helped pioneer teleportation) and track X natively (given that Light's capsule gives X the power to locate hidden objects in X2).
