Phoenix vs Galactus
Phoenix, a sentient energy that possessed the mutant/X-man Jean Grey and bestowed considerable power to her.
Vs
Galactus, originally a being in the previous universe (before the Big Bang), somehow managed to survive the massive explosion and gained tremendous power as a result (along with an insatiable hunger). Galactus now roams the universe searching for a supply of food to quench his hunger.

Judge's Analysis
Close Range - Edge to Galactus. His cosmic blasts are both amazingly powerful but have a very high range (like all his powers actually.) He can launch them in fairly quick succession with high accuracy. Meanwhile, Phoenix's firebird (a psychic image of a flaming bird that does mental and physical damage) can be launched as a projectile, but can't be launched as quickly.
Medium Range - Tie. Both are wielding Telekinesis which allows them to fling objects, crush their opponents or shoot blasts of telekinetic force.
Long Range - Edge to Phoenix. Phoenix's Cosmic fire can destroy virtually anything. From galaxies to ash itself. Phoenix can also target it specifically and create it over long stretches. Galactus's teleportation would allow him to move others, or parts of others, across the galaxy. (Easily allowing him to rip opponents in half by teleporting only their torso.) But it doesn't work so well against super powered opponents that can match Galactus's power output.
Special - Edge to Galactus. While Phoenix's Telepathy is poweful and potentially could help eliminate some of Galactus's powers… Galactus also has telepathy so he may well be immune to her power. His cosmic force fields on the other hand would allow him to potentially crush Phoenix with them.
