United Nations

The United Nations is an elected counsel comprised of representatives (usually the heads) from every country that oversees any issues that occur in the world. Every nation that is a part of the UN has to contribute money to the UN in order to fund agencies that exist globally. Things like the Maverick Hunters or health services.

Location

Formerly the UN was located in Manhattan, New York, USA. With offices in Geneva (Switzerland), Nairobi (Kenya) and Vienna (Austria). But after the formation of it's own funding, they sough to create a truly neutral area where they could converse. One independant of all nations. Thus they created a large man-made floating platform (known as the World Senate) to use as their center stage.

The exact location of the floating platform is largely unknown to most people. Though it tends to fly at very high altitudes in most cases to prevent normal aircraft from reaching it.

Areas of Influence

Like the countries, the UN has multiple areas of control over members. They operate:

  1. Peacekeeping forces.
  2. Observatory (a group dedicated to conducting studies, inqueries and running logistics necessary for proper maintenence.)
  3. World Court (a level of court above and beyond any country's supreme court. Though is even more difficult to get cases to.)
  4. World Health (offering health care for dealing with after war or more commonly Maverick attacks, also deals with research and disease control).
  5. Food Market (ensuring there is enough food grown and delivered to feed people).
  6. Bank regulation (ensure banks adhere to proper policy, protect users and ensure fair trading).
  7. A construction service (drawn from local contractors) that repairs the area's buildings.

Criticisms

Like any government, the UN has faced tremendous amount of criticism.

Their acceptance of reploids as equal status to humans was one of their first major issues. Many people did not like machines on equal terms with them. Though the UN did not back down and insisted that they be recognised as equals.

Their implementation of the Hunters, lead by the creator of reploids, was one of their more hot-button issues. Many people opposed the move initially given how close Dr. Cain was to the issue. (But his knowledge of reploids also proved to be useful to the Hunters and was one key reason why he was allowed to be leader.)

They have taken a lot of criticism for covert intelligence operations targetting innocent people/reploids. And also for sending Hunters after innocents.

Furthermore there have been numerous rumours of secret projects commissioned by the UN and with some inconsistencies in record keeping to potentially back up claims. Though there has never been substantial enough proof to show that the UN is or is not conducting these projects.

Their handling of environmental policy has also been the subject of heated debate multiple times. (Regarding the clean up following the colony drop, whether or not to use dangerously damaging methods for more energy, etc…)

Their decision to head to the Moon to colonize and start living on was also contested.

History

Pre-Classic

The United Nations was founded in the early 20th century once the Human nations began to be able to travel more effectively across vast distances The initially set up merely to help protect each nation's interests and to enforce peaceful solutions. Even in situations where violence was likely (or even had started) to occur. They implemented rules for warfare to prevent massive destruction though chemical or nuclear weaponry.

At first their power to make laws and keep them was fairly limited. Often relying on countries to comply of their own will or by pressure of other countries.

Classic

As time passed however, the UN slowly gained more power. A much larger fund was set up to establish services available to every nation without fear or question. Once the fund was set up it allowed them to start recruiting members from various nations to serve as protectors and enforcers.

With the creation and propagation of self-aware, conscious and sentient machines that were stronger than humans and not bound by any laws… Humans became a bit fearful. Their fears were justified when the first Maverick attacks began. It was not long before the human scientist (and creator of Reploids) Dr. Cain approached the UN to seek help to set up a global peacekeeping force to deal with Mavericks.

The UN readily agreed that the Hunters were necessary and were all too eager to be in charge of that organization. But Dr. Cain refused to let them have complete hold and oversight. They agreed to provide less (though still considerable) funding in exchange for Dr. Cain to lead the Maverick Hunters. Dr. Cain was still required to file reports with them and brief them on any large situations. And they in turn could draw support from the Hunters when necessary. The UN faced much scrutiny after they allowed Dr. Cain to lead the Hunters, given his relative proximity to the whole issue. But they held firm as the Hunters proved their worth.

When the Colony crashed into Earth, the UN made the judgement to send everyone underground. Though lives were lost they managed to minimize casualties. Though the colony drop caused massive amounts of pollution on Earth. The UN ordered numerous teams of reploids to clean up the issues while they waited until the Earth was more hospitable. Many of their programs and policies were put on hold while they struggled to deal with this crisis. (Including their plans to build a truly neutral platform.)

Their floating platform eventually was finished and launched in 2195.

However as time went on (nearing 2260) an energy crisis began to emerge. The UN approved several radical policies that allowed significant damage to be done to the Earth in order to supply the population with energy. (Clearcutting, strip mining, energy rations/restrictions, etc…) This, coupled with previous damage by Maverick attacks, caused the environment to decay further. While also causing more reploids to turn maverick in order to steal enough energy to survive. Thus necessitating that Maverick Hunters clean up their issue.

Zero

After the Elf Wars the UN was left in shambles. All of their highest ranking members had been killed along with a large portion of the population of humans and reploids.

The UN was never formally rebuilt after the Elf Wars as most of the population at this point lived within the city Arcadia. However, Megaman X had taken over leadership of Arcadia (effectively making him the equivalent of the UN leader).
